Rizal Technological University (RTU) played host to a benchmarking activity on the Revised Organization and Staffing Standards (ROSS) for State Universities and Colleges (SUCS) Phase II on March 1, 2024, at the RTU Office of the President Conference Room. The event drew prominent figures from the Department of Budget and Management (DBM) and the Philippine Association of State Universities and Colleges (PASUC).
Administrators from DBM, including Mr. Gerald Janda, Director of DBM’s Organization Position Classification and Compensation Bureau (OPCCB), accompanied by Mr. Michael Glenn Amor, Senior Budget and Management Specialist, and Ms. Ynna Sophia Canape, Budget and Management Specialist, as well as key persons from PASUC, such as Dr. Tirso Ronquillo, PASUC President, and Batangas State University President, together with Engr. Grace Cunanan, PASUC Secretary and Executive Assistant; and Dr. Bert J. Tuga, President of the Philippine Normal University (PNU) and Chairperson of PASUC-NCR, graced the event.
RTU officials extended a warm welcome to all attendees, including Dr. Magno Quendangan, Vice President for Research, Innovation, and Extension Services; Dr. Rodolfo Ducut, Vice President for Finance and Administration; Dr. Kristine Opulencia, Vice President for Academic and Student Affairs; and Dr. Corazon Austria, RTU-Pasig Branch Chancellor. The President of RTU, Dr. Ma. Eugenia M. Yangco delivered a message of support, emphasizing the significance of the benchmarking activity in shaping and organizing the staffing and organizational structure of higher education institutions.
The program commenced with presentations from the heads of offices and units subjected to ROSS Phase II, such as Assoc. Prof. Ryan Manuel Guido, Director of the Research Development and Innovation Office (RDIO), Instructor Ricardo Momongan, Director of the Extension and Community Services Office (ECSO), and Dr. Marc DG. Garvida, the OIC-Dean of the Office of Students and Alumni Affairs (OSAAS), They delivered the present and proposed organizational structures of the offices under their leadership.
Furthermore, RTU’s Human Resource Management Office (HRMO) Director, Asst. Prof. Dynehgre Casasola provided insights into the available plantilla specifically designed for research services, extension services, and OSAAS.
The benchmarking activity on ROSS Phase II served as a platform for productive exchanges and collaborative efforts aimed at enhancing organizational efficiency and service delivery across SUCs. With the combined expertise and commitment of all stakeholders involved, the event marks a significant step forward in the pursuit of the development of higher education institution administration.
