The Department of Budget and Management – National Capital Region (DBM-NCR) conducted a comprehensive Technical Budget Hearing (TBH) for Rizal Technological University’s (RTU) budget proposals for the fiscal year 2026 last April 14, at the DBM-NCR Regional Office. The rigorous evaluation process served as a critical platform for examining RTU’s financial allocations in alignment with the university’s strategic priorities for the upcoming fiscal year.
The RTU delegation, headed by Dr. Rodolfo L. Ducut, Vice President for Finance and Administration (VPFA), presented the university’s budget proposal to DBM-NCR officials. Dr. Ducut was accompanied by a team of key financial administrators, including AO Lorilyn V. Ello, Director of the Budget Management Office (BMO); Mr. Januar Y. Realiza, Director of the Accounting Office (AO); and AO R-Cherine Heart O. Manapat, Budget Officer I. Asst. Prof. Dynehgre C. Villavicencio, Director of the Human Resource Management Office (HRMO) was also present during the review.
Ms. Ruby P. Muro, DBM-NCR Regional Director (Director IV), presided over the hearing with assistance from Mr. Joseph Cicero M. Sy, Assistant Regional Director (Director III), who facilitated the substantive discussion and evaluation procedures.
During the session, the RTU representatives elaborated on various elements of the university’s budget proposals, including necessary adjustments reflecting current operational requirements, personnel needs, and institutional development priorities. The DBM-NCR review panel contributed valuable perspectives, posed clarifying questions, and provided direction to ensure the proposals conform with national budgeting policies and frameworks.
The hearing concluded with a productive exchange of recommendations and assurances for continued collaboration between RTU and DBM-NCR as they work toward finalizing the university’s FY 2026 budget proposal.
The outcome of this technical hearing will play a significant role in determining RTU’s financial capacity to fulfill its educational mission and institutional development goals in the coming fiscal year, ultimately affecting thousands of students and faculty members at the university.
