Rizaliano Extensionists Champion Community Development through Digital Literacy Program for Paluan’s Barangay Officials

Pandayang Rizalia, represented by Instr. Carlie H. Momongan, Jr., Deputy Director of Human Resource Management Office (HRMO), Instr. Pauline Mae D. Lisiguez, Staff from the Office of the Vice President for Finance and Administration (OVPFA), and Instr. Shentelle Lei Masalonga, Deputy Director of Program and Events Management Office (PEMO), conducted a week-long extension program in the municipality of Paluan, Occidental Mindoro on June 17-22, 2025. The initiative, titled “Click and Serve: Enriching Digital Literacy of Paluan’s Human Capital”, was specifically designed to enhance the digital competencies of Barangay Secretaries and Treasurers in response to the growing demand for efficiency, accuracy, and transparency in local governance.

The Click and Serve training program was held over three focused days, combining lectures, live demonstrations, and hands-on exercises. It aimed to strengthen the digital skills of Barangay Secretaries and Treasurers by introducing them to essential computer applications used in public service.

Participants were taught how to create and format official documents using Microsoft Word, which many found practical given their usual reliance on handwritten materials. They also learned to use Microsoft Excel for managing data, preparing financial reports, and organizing barangay records, skills they quickly recognized as useful for improving efficiency.

The training also included lessons on creating clear and effective presentations through Microsoft PowerPoint, particularly for community meetings and public assemblies. Additionally, participants were guided in using Microsoft Outlook for professional email communication, with emphasis on proper etiquette, email organization, and cybersecurity. Safe internet practices were also discussed, helping participants understand how to protect sensitive information and avoid online threats.

Throughout the sessions, participants showed eagerness to learn, with many noting this as their first structured computer training. They appreciated the support provided by facilitators and the relevance of the tools to their daily responsibilities.

By the end of the workshop, participants demonstrated confidence in using Microsoft Office applications and gained a clearer understanding of how digital literacy supports good governance and public service delivery.

The success of Click and Serve highlights the Human Resource Department’s commitment to capacity-building in local government. The program’s positive impact suggests a strong need for similar initiatives in other communities, with potential for expanded training in advanced computer skills. This effort has laid the foundation for a more efficient, responsive, and digitally capable public workforce in Paluan.
