HALIGI: Local Government Town Hall Forum Unites Stakeholders to Protect Filipino Children

RTU SNAGAH Penthouse B, Mandaluyong City—The Local Government Town Hall Forum 2024, known as HALIGI, was held today, November 25, 2024. Through a collaborative effort led by the Mandaluyong City Local Government Unit (LGU), the Philippine National Police (PNP), the National Center for Mental Health (NCMH), Atty. Benhur Abalos, and Rizal Technological University’s (RTU) Civil Security Unit (CSU) headed by Instr. Karlo Catindig, under the Office of the VP for Finance and Administration (VPFA), Dr. Rodolfo L. Ducut. Focused on the theme, “Break the Prevalence, End the Violence: Protecting Children, Creating a Safe Philippines,” the event brought together key stakeholders to address critical child protection issues in the country.

The half-day forum opened with the welcoming remarks of Dr. Ma. Eugenia M. Yangco, University President, emphasizing the need for collaborative action to create safer communities for children. The keynote address was delivered by Hon. Charisse Marie Abalos-Vargas, who represented her father, DILG Secretary Atty. Benhur Abalos. In her compelling speech, Mrs. Abalos-Vargas discussed the vital role of local governance in strengthening child protection measures and creating safe spaces for children in the Philippines. Her address underscored the significance of coordinated efforts among government agencies, law enforcement, mental health professionals, and educational institutions in achieving this goal. Mr. Leo P. Urmeneta, Executive Director of the Local Council for the Protection of Children, delivered a message of support, reinforcing the shared mission of all involved sectors to combat violence against children.

The forum featured insightful presentations from experts across various sectors. Ms. Arlene P. Gampal, RSW, from the Mandaluyong City Social Welfare and Development Office, shared best practices in local child protection initiatives. Dr. Aevon Triche A. Mustapha of NCMH discussed the importance of mental health services for at-risk children. PCpt. Diana M. Chugaina from the Philippine National Police-Women and Children Protection Unit (PNP-WCPU) highlighted law enforcement’s role in safeguarding children, while Dr. Rodrigo DP. Tomas, Dean of RTU’s Office of Student Affairs and Services (OSAS), emphasized the role of educational institutions in nurturing a child-friendly environment.

A significant highlight of the event was the panel discussion on “Child Protection Challenges and Solutions.” Representatives from CSWDO, NCMH, PNP, and RTU explored pressing issues, such as addressing mental health concerns, enhancing law enforcement coordination, and fostering community-based programs. The discussion provided actionable recommendations and emphasized the importance of evidence-based policies to protect children effectively.

The forum concluded with a symbolic Pledge of Commitment Signing Ceremony, where participants, including VIPs and representatives from participating organizations, reaffirmed their dedication to child protection efforts. The event concluded with closing remarks by Dr. Kristine Y. Opulencia, VP for Academic and Student Affairs (VPASA) who emphasized the importance of sustaining partnerships and collaboration to achieve long-term solutions to violence against children.

The HALIGI forum demonstrated the power of a united effort among local government units, law enforcement, mental health organizations, and educational institutions.
