The tripartite partnership between Rizal Technological University (RTU), Municipal Government of Paluan, Occidental Mindoro, and the Mindoro Marine Manufacturing Corporation (MMMC) takes another significant step as the three organizations conduct “TAYUKAN: Seremonya ng Pagtatalaga at Pagtanggap ng Karunungan, Teknolohiya, at Kaunlaran” on September 30, 2026, at the Paluan Training Center in Paluan, Occidental Mindoro, to advance education, skills development, technology transfer, and community development.
The program commenced with the turnover of essential resources and technological materials intended to support the continued operations and development of the Paluan Training Center. Among the items turned over were 20 laptop units, Human Resource (HR) systems, and the Blueprint of the Site Development Plan. These resources are expected to contribute to the center’s administrative efficiency, digitalization, workforce management, and long-term infrastructure development. The turnover symbolized the partner institutions’ commitment to provide the community with appropriate tools and systems to support sustainable learning and training initiatives.
Afterward, the three partner organizations signed a Memorandum of Agreement to formalize their collaboration to provide opportunities for technical and skills training, community empowerment, technology transfer, and livelihood development. Through this partnership, the stakeholders aim to establish a sustainable mechanism to equip Paluan residents with relevant competencies and create opportunities for employment and economic development.
The program’s most significant highlight was the inauguration of the Paluan Training Center. The inauguration marked the facility’s official recognition as a venue for learning, skills development, and community-based training. The center is envisioned as a hub where residents can gain practical knowledge and technical competencies that may support their personal development and future livelihood opportunities.
As part of its commitment to support skills development in the community, MMMC also donated welding equipment and welding face shields to Paluan. The donated equipment will be utilized for training activities, particularly those involving welding and technical skills. This initiative demonstrates the private sector’s important role in complementing the efforts of the academe and local government in developing a skilled and capable workforce.
The TAYUKAN Program reflected the partner institutions’ collective commitment to bring knowledge, technology, and opportunities closer to the community. The turnover of resources, formalization of the tripartite partnership, inauguration of the training center, and donation of training equipment collectively demonstrated a shared vision of empowering the people of Paluan through accessible education and skills development.
Through the continued collaboration of RTU, the Municipality of Paluan, and MMMC, the Paluan Training Center is positioned to become a meaningful avenue for community transformation. The program embodied the spirit of “Mula sa Komunidad, Para sa Komunidad,” highlighting the importance of partnerships in creating sustainable programs that respond to the community’s needs and aspirations.
The program marked a significant step toward strengthening community-based education, technical training, and inclusive development in Paluan, Occidental Mindoro through the collaborative spirit born from RTU’s technical expertise, Paluan LGU’s governance initiatives, and MMMC’s corporate social responsibility.
