In a historic move to strengthen educational and cultural ties, Zhangzhou City Vocational College (ZCVC) from Zhangzhou, China, paid a visit to Rizal Technological University (RTU) in the Philippines for a series of collaborative events, culminating in the formal unveiling of the Zhangzhou City Vocational College Philippine Maritime Silk Road College. This partnership signifies a new era of cooperation between the two institutions, marking a major milestone in their bilateral relationship.
The visit, which took place on February 20-21, 2025, included key figures from both ZCVC and RTU. The Chinese delegation was led by Weng Wen, President of ZCVC, accompanied by Huang Muhua, Dean of the School of Food and Health, Cai Zhonghua, Section Chief of Planning and Projects, Zhang Ling, a full-time teacher at the School of Teacher Education, Gao Longjiao, a full-time preschool education instructor, and Chen Weizhen, a full-time teacher from the School of Teacher Education.
From RTU, the delegation was headed by Dr. Ma. Eugenia M. Yangco, University President, and included Dr. Rodolfo L. Ducut, Vice President for Finance and Administration (VPFA) Dr. Kristine Y. Opulencia, Vice President for Academic and Student Affairs (VPASA), Dr. Salvacion J. Pachejo, Vice President for Planning, Quality Assurance and Strategic Initiatives (VPPQASI), Dr. Magno M. Quendangan, Vice President for Research, Innovation, and Extension Services (VPRIES, Dr. Melvin Ambida, University Curriculum and Instructional Office (UCIO) Director, Dr. Faith Micah Balbin, Director of the Institute of Flexible Learning and Digital Education (IFLDE), Atty. Joliv Catiis-Ong from the Office of the Legal Affairs, and Instr. Donato Z. Estocada, the Director of International Affairs and Linkages Office.
The highlight of the visit was the official unveiling of the Zhangzhou City Vocational College Philippine Maritime Silk Road College. This ceremony, which marked the beginning of a more extensive and profound partnership, was seen as a major step forward in fostering international academic cooperation and cross-cultural exchange.
The collaboration, formalized through a Memorandum of Understanding (MOU) signed by both universities in September 2024, sets the stage for deepening ties across multiple areas. The two institutions are now focused on talent cultivation, the joint establishment of the Maritime Silk Road College, academic exchanges, and the promotion of educational development.
The discussion during the visit explored various collaborative initiatives aimed at enhancing the educational landscape for both countries. Areas of cooperation include the creation of new academic programs, such as joint big data-related majors, as well as building teaching staff capabilities. In addition, both sides agreed to continue expanding the offering of Chinese language education, skills training, and curriculum export.
A key objective of the partnership is to support the exchange of teachers and students, with both universities planning short-term and long-term visits. This will allow for greater exposure to different teaching methods and educational practices, enriching both students’ and teachers’ international perspectives.
In line with fostering a deeper cultural understanding, Zhangzhou City Vocational College also introduced traditional Chinese cultural activities to RTU. On the second day of their visit, the ZCVC delegation delighted the audience with performances of Chinese traditional songs and an intricate paper-cutting demonstration. These vibrant displays of Chinese heritage provided an opportunity for the RTU community to engage with and appreciate the rich culture of China.
Behind this significant partnership is Dr. Benson Xie, the CEO and President of Xiamen Effie Overseas Education Inc., who has played a crucial role in facilitating the cooperation between ZCVC and RTU. Through his efforts, this collaboration has become a reality, further solidifying his commitment to fostering educational ties between China and the Philippines.
Dr. Yangco, President of RTU, emphasized, “This partnership is a testament to our commitment to international cooperation. Together, we are paving the way for a new generation of students who will contribute to the continued growth of both nations. We are excited for the future.”
As both sides look to implement the goals outlined in their MOU, this visit marks the beginning of a new chapter in the growing relationship between Zhangzhou City Vocational College and Rizal Technological University, ensuring mutual prosperity through education, culture, and collaboration.
