RTU, Pasig LGU Preps Future Infra Monitors to Ensure Transparency in Local Infrastructure Development

Rizal Technological University (RTU), in partnership with the City Government of Pasig, formally conducted the onboarding program for Project S.T.E.P. (Strengthening Technical Engagement in Civil Engineering for Pasig) on April 24, 2026, at Narra Hall, Pasig Creative Arts Academy in Maybunga.

The initiative aims to prepare RTU Civil Engineering students and Civil Society Organization (CSO) participants to assist in monitoring ongoing infrastructure projects in the city. The orientation gathered future infrastructure monitors for a comprehensive introduction to their roles, responsibilities, and the technical and ethical standards expected in field deployment. 

The program opened with messages of support from Pasig City Mayor Victor Ma. Regis Sotto and RTU President Dr. Eugenia M. Yangco, both of whom emphasized the importance of collaboration between local government, academia, and civil society in advancing transparent and accountable infrastructure development. Mayor Sotto underscored the city’s commitment to strengthening participatory governance mechanisms, while Dr. Yangco highlighted RTU’s continuing contribution in producing socially responsive engineering professionals equipped for real-world engagement.

A series of technical discussions followed, beginning with “Constructive Accountability and Citizen Monitoring Basics” delivered by Mr. Rechie Tugawin, Head of the CSO Desk. The session introduced participants to the principles of citizen engagement in public project monitoring.

 

An orientation on Executive Order No. PCG-04, Series of 2026, followed, establishing the Project Monitoring Board (PMB). EnP discussed the policy framework and its operational structure. Priscella Mejillano, Department Head of the City Planning and Development Office (CPDO) and PMB Secretariat, is outlining the institutional mechanisms that guide infrastructure oversight in Pasig City.

Technical aspects of field monitoring were then presented by Engr. Francis Jerome Ronquillo, Head of the Office of the Building Official and Chair of the Project Monitoring Committee–Infrastructure, discussed the Monitoring Design and Tools, including the checklist used in infrastructure inspection and evaluation.

The overview of Project S.T.E.P. was delivered by Asst. Prof. Ricardo H. Momongan Jr., Director of RTU-ECSO, who emphasized the program’s goal of bridging academic training and civic engagement in ensuring effective infrastructure implementation. Civil Engineering Department Head Engr. Aleli N. Rey and Civil Engineering faculty members Engr. Joben Gueverra and Engr. Alvin Dela Torre also facilitated a dedicated session on safety measures and field protocols, covering the proper use of Personal Protective Equipment (PPE), safety procedures during site inspections, and the professional conduct expected of monitors. Participants were further briefed on ethical considerations, including boundaries of responsibility and proper behavior during site visits.

The onboarding program forms a critical preparatory stage for Civil Engineering students and CSO participants prior to field deployment. Through structured training, the initiative seeks to equip RTU students and CSO partners with the necessary competencies in documentation, monitoring procedures, and safety awareness.
