The University Administrative and Finance Council (UAFCo) of Rizal Technological University (RTU) convened on February 26, 2026, to decide on relevant policy proposals sponsored by various office directors, council chairpersons, and unit heads that seek to improve and streamline various university-related processes and policies, including environmental initiatives and the new University Code of RTU.
The meeting, led by the University President and Council Chairperson Dr. Ma. Eugenia M. Yangco, discussed several proposals, including operational manuals for various units and offices, guidelines on international affairs, and research-related policies and guidelines. Among the proposals were the university’s much-needed Climate Action Charter and other environmental policies, such as the Carbon Reduction Plan and Green Energy Policy.
Dr. Salvacion J. Pachejo, Vice President for Planning, Quality Assurance, and Strategic Initiatives, also presented the draft of the 2025 University Code, an update to the currently existing University Code of 2002. Several significant changes have been incorporated into the new iteration of the code, including updates to the institutional organizational structure, revisions to the student handbook, and other relevant protocols that govern the university.
The council members rigorously scrutinized the proposed policies to ensure relevance, efficiency, and effectiveness in university functions, taking into consideration the projected effects on various sectors of the community, including students, faculty, administrative personnel, and other stakeholders. Sponsors of the proposed policy changes did not escape questions and comments from the executive members, Dr. Kristine Y. Opulencia and Dr. Pachejo, and the Council Co-chair, Dr. Rodolfo L. Ducut, VP for Finance and Administration.
With the new approved proposals, the operational and relevant protocols and procedures within the University are set to improve their efficiency and effectiveness while maintaining alignment with the pertinent laws and regulations set by the government.
