RTU Joins Taiwan Semiconductor Microcredentials Consortium

Rizal Technological University (RTU) formally joined the Taiwan Semiconductor Microcredentials Consortium through the signing of a Memorandum of Agreement (MOA) organized by the University of the Philippines Open University (UPOU) and the Office of CHED Commissioner Michelle Aguilar Ong held at the UP Bahay ng Alumni on May 12, 2026.

The consortium aims to advance microcredentials focused on innovation in semiconductor development and manufacturing, strengthening the Philippines’ position in the global semiconductor and electronics industries.

Aligned with the country’s major semiconductor corridors across CALABARZON, the Luzon Economic Corridor, Metro Manila, Cebu/Mactan, Baguio/CAR, and emerging Mindanao nodes, the initiative seeks to prepare highly skilled graduates equipped for the rapidly evolving semiconductor sector.

The lead institution is currently developing the “Taiwan Semiconductor Microcredentials” project in partnership with Global Semiconductor Talent Accelerator Co., Ltd.. The project is designed to strengthen the Philippine semiconductor talent pipeline by offering industry-aligned and stackable microcredentials in semiconductor design, manufacturing, testing, and advanced electronics systems.

Through collaborative partnerships with Taiwanese universities and industry leaders, the program aims to equip students with globally competitive skills while opening pathways to internships, research collaborations, and employment opportunities in the semiconductor industry.

Representing RTU during the MOA signing ceremony was the Director of the International Affairs and Linkages Office, Assoc. Prof. Donato Z. Estocada.

During the ceremony, Estocada emphasized that RTU’s participation in the consortium extends beyond institutional benefits, highlighting the university’s existing international partnerships in Taiwan.

“RTU will not only benefit from the consortium, but the linkages that RTU has established in Taiwan can also help the consortium,” Estocada said.

RTU’s inclusion in the consortium reinforces the university’s commitment to internationalization, innovation, and industry-responsive education, particularly in the fields of engineering, technology, and advanced manufacturing.

The partnership also marks another significant step toward strengthening academic and industry collaboration between the Philippines and Taiwan in support of developing a future-ready semiconductor workforce.
