June 25, 2024 – Rizal Technological University (RTU) has joined the Ceremonial Signing of the Partnership Agreement for the Multistakeholder Advisory Council (MSAC) organized by the Department of Interior and Local Government – National Capital Region (DILG-NCR), held at Ardenhills Suites, Timog, Quezon City.
The ceremony began with a welcome message from Ms. Maria Lourdes L. Agustin, CESO III Regional Director of the Department of the Interior and Local Government National Capital Region (DILG-NCR). Following this, Atty. Ana Lyn R. Baltazar-Cortez, CESO IV Assistant Regional Director of DILG-NCR, provided the context setting for the MSAC Partnership Agreement, emphasizing its importance in enhancing local governance and community development.
The highlight of the event was the ceremonial signing between the DILG-NCR and its partner Local Colleges and Universities (LCUs) and State Universities and Colleges (SUCs). Dr. Ma. Eugenia M. Yangco, University President of RTU, represented the university, marking its commitment to the initiative. This partnership aims to bolster the 2024 Barangay Newly Elected Officials (BNEO) Program by developing advanced modules and standardizing the Barangay Development Plan (BDP) formulation process in the National Capital Region (NCR).
Ms. Thelma T. Vecina, CESO IV Executive Director of the Local Government Academy, delivered a message of support, highlighting the critical role of academic institutions in capacity development, community extension, and research programs.
The signing ceremony is a precursor to the “Building Roles and Gathering Yields (BRGY): Training of Trainers (TOT) Session for the LGU Training Management Team on Barangay Development Planning and Strengthening Linkage of Urban Barangay Governance Actors.” The training session aims to prepare urban barangays for the 2025 SK and Barangay Elections.
Through this partnership, RTU, LCUs, and SUCs will play an important role in advancing local governance and community development in the NCR, ensuring a standardized and effective approach to barangay development planning.
