The Bachelor of Technical-Vocational Teacher Education (BTVTEd) Department of Rizal Technological University (RTU) College of Education (CEd) conducted an institutional-level assessment for third-year Garments, Fashion, and Design (GAFADES) students on May 6-7, 2026. Held at the RTU OB 225 Dressmaking Lab, the activity served as a critical preparatory phase for the students’ upcoming National Certification (NC II) in Dressmaking.

Instr. Angeline V. Villareal, the BTVTEd Program Head, supervised the sessions while also serving as the in-house assessor.

The assessment was specifically designed to evaluate the students’ practical knowledge and ensure they meet strict industry performance requirements. Under Republic Act 7796, also known as the TESDA Act of 1994, the Technical Education and Skills Development Authority (TESDA) is mandated to provide relevant, accessible, high-quality, and efficient technical education and skills development in support of the development of high-quality Filipino middle-level manpower responsive to and in accordance with Philippine development goals and priorities.

In line with this mandate, higher education institutions conduct an Institutional Assessment as a final internal evaluation. This activity serves as a standardized prerequisite, guaranteeing that students actually meet the required standards before they are endorsed to take the official National Assessment at a TESDA-accredited center.  

By simulating a rigorous testing environment based on these national standards, the evaluation provided students with vital hands-on experience and a clear benchmark of their current skill levels. The activity not only strengthened their technical proficiency and discipline but also built their confidence by identifying specific areas for improvement ahead of their official certification.

Through this initiative, RTU reaffirms its commitment to educational excellence and holistic student development. By continuously equipping learners with relevant technical-vocational skills, the university remains dedicated to producing highly capable, responsible, and job-ready graduates who are primed to excel in their respective industries.
