RTU Participates in FY 2026 Agency Performance Review Conference of DBM–NCR

Representatives from Rizal Technological University (RTU) actively participated in the Fiscal Year (FY) 2026 Agency Performance Review (APR) Conference conducted by the Department of Budget and Management–National Capital Region (DBM-NCR) on March 12, 2026, via Microsoft Teams.

The conference brought together the seven (7) State Universities and Colleges (SUCs) in the NCR to review the performance of each institution in implementing their Programs, Activities, and Projects (PAPs) funded under the national budget.

Dr. Rodolfo L. Ducut, Vice President for Finance and Administration, led the RTU delegation. Joining him were key university officials involved in financial management, planning, and institutional performance monitoring, including Mr. Rowell C. Marasigan, Chief Administrative Officer for Finance; Dr. Ella D. Aragon, Director of the Planning Office; AO Lorilyn D. Ello, Director of Budget Management Office; Acc. Januar Y. Realiza, OIC Director of the Accounting Office; and AO John Peter De Leon, Incoming Director of the Planning Office.

The participation of these officials highlights the University’s commitment to strengthening financial management, performance monitoring, and strategic planning in the implementation of government-funded programs.

The APR is an important DBM mechanism designed to evaluate the financial and physical accomplishments of government agencies relative to their approved budgets and performance targets. For SUCs, the APR provides an opportunity to assess how effectively the allocated funds under the General Appropriations Act (GAA) are translated into actual programs, services, and institutional outcomes.

Through the APR process, the DBM examines agencies’ budget utilization, physical accomplishments, and performance indicators to ensure that public funds are used efficiently and that government programs deliver measurable results.

A key highlight of the conference was the breakout session, where representatives of DBM-NCR presented the APR of each SUC based on the implementation of their respective PAPs for FY 2025.

During the session, DBM officials presented and discussed the financial and revenue performance, budget utilization, and physical accomplishments of the universities, including the extent to which their PAPs were implemented in line with approved targets and funding allocations.

The breakout session also provided SUC representatives with an opportunity to clarify data, share insights, and provide feedback on the performance assessment presented by DBM. This interactive discussion allowed universities to explain the contextual factors affecting program implementation and to identify areas for improvement in future budget execution.

The APR Conference serves as an important platform for strengthening accountability, transparency, and results-based budgeting among government agencies, particularly SUCs.

For RTU, participation in the APR underscores its commitment to responsible public financial management, effective program implementation, and continuous institutional improvement. By actively engaging in the APR process, RTU demonstrates its dedication to ensuring that government resources are utilized efficiently to support quality education, research innovation, and community development initiatives.
