Rizal Technological University (RTU) renewed its partnership with the Philippine National Volunteer Service Coordinating Agency (PNVSCA) through a Memorandum of Agreement (MOA) signing ceremony held on October 14, 2025, at the PNVSCA Office in Quezon City.
The renewal of the agreement reaffirms both institutions’ shared commitment to mainstream volunteerism in higher education, in support of Republic Act No. 9418 or the Volunteer Act of 2007, which promotes volunteerism as a vital strategy for national development and social transformation.
RTU President Dr. Ma. Eugenia M. Yangco and PNVSCA Executive Director Donald James D. Gawe ratified the MOA, cementing the partnership between the two institutions. Dr. Magno M. Quendangan, RTU Vice President for Research, Innovation, and Extension Services (VPRIES); Instr. Ricardo H. Momongan, Jr., Director of RTU’s Extension and Community Services Office (ECSO); and Ms. Ela Victoria F. Sarmago, PNVSCA Chief Volunteer Service Officer, served as witnesses in the ceremony.
The renewed agreement establishes continued collaboration between PNVSCA and RTU in integrating volunteerism into the university’s academic and extension programs. It also provides for capacity-building initiatives, advocacy campaigns, and research efforts that highlight the role of volunteerism in nation-building.
Under the agreement, RTU will strengthen its volunteerism capabilities through ECSO’s coordination, monitoring, and evaluation of volunteering initiatives across the university’s departments. The university will also encourage active participation of students, faculty, staff, and alumni in community service and volunteer programs. Meanwhile, PNVSCA will continue to provide technical assistance, information materials, and linkages with international and local volunteer service organizations.
The partnership between RTU and PNVSCA will be in effect for three (3) years and will serve as a model for collaborative volunteerism initiatives between government agencies and higher education institutions.
The collaboration between the two institutions reflect Pandayang Rizalia’s dedication in the holistic development of Rizalianos while serving the greater society through enhanced extension programs and volunteerism efforts.
