Rizal Technological University (Rizal Technological University) conducted a Consultative Meeting with key offices of the Commission on Higher Education—namely the CHED Office of Programs and Standards Development (OPSD), the CHED Legal and Legislative Service (LLS), and the CHED-NCR—on February 16, 2026, held at the CHED Central Office in Quezon City.
The meeting served as an important platform for policy dialogue, regulatory clarification, and alignment of academic programs with national quality standards. In attendance were Atty. Jerome Christopher G. Leynes, Director IV of the CHED–Legal and Legislative Service; Atty. Marco Cicero F. Domingo, CESE, Regional Director of CHED-NCR, together with his technical staff, and representatives from the CHED Office of Programs and Standards Development, led by Dr. Jimmy G. Catanes, Director IV.
RTU’s delegation was led by Dr. Rodolfo L. Ducut, Vice President for Finance and Administration (VPFA), Dr. Kristine Y. Opulencia, Vice President for Academic and Student Affairs (VPASA), alongside Dr. Corazon D. Austria, RTU Pasig Branch Chancellor. Joining them were the Branch Vice Chancellors, Dr. Kristoffer Morada, Assoc. Prof. Jason A. Romero, and Assoc. Prof. Niño P. Maliban, reflecting the University’s strong institutional commitment and unified leadership approach.
At the core of the discussion was the Certificate of Program Compliance (COPC) applications of the various academic programs of the RTU Pasig Branch, including clarifications on program standards, documentary requirements, legal considerations, and procedural alignment with CHED policies. Other relevant academic, regulatory, and operational concerns affecting the RTU Pasig Branch were likewise deliberated to ensure full compliance and sustainability of program offerings.
The consultative meeting reaffirmed RTU’s dedication to quality assurance, regulatory compliance, and continuous improvement in higher education. It also highlighted the value of constructive engagement with CHED offices in advancing institutional readiness, strengthening academic governance, and ensuring that RTU’s programs remain responsive, compliant, and aligned with national development goals.
