In an effort to further strengthen the operational capacity of Rizal Technological University (RTU) Dormitory Services Office (DSO) and to support the establishment of a University Dormitory as an Income-Generating Project (IGP), a Rizaliano delegation conducted a benchmarking visit to the University of the Philippines (UP) Diliman University Dormitory Services on February 6, 2026, at UP Diliman, Quezon City.
The RTU delegation was led by Asst. Prof. Margarita D. Conclara, Director of the Dormitory Services Office, together with Dr. Rhodora D. Lintot, Director of the Food Services Office. The group was warmly received by the UP Diliman University Food Services team, headed by the Director, Prof. Ronahlee A. Asuncion.
The benchmarking activity conducted by the DSO with the University of the Philippines Diliman focused on gaining comprehensive insights into established best practices in dormitory management and student housing operations. The engagement included in-depth discussions on UP Diliman’s operational frameworks, governance structures, and service delivery models that support efficient, transparent, and student-centered dormitory administration.
Particular emphasis was placed on understanding UP Diliman’s dormitory rate-setting mechanisms, including the factors considered in determining affordability, sustainability, and equity for diverse client groups such as undergraduate students, graduate students, faculty-in-residence, visiting scholars, and short-term guests. RTU representatives also examined UP’s billing, collection, and financial monitoring processes to assess how these systems contribute to operational efficiency and fiscal accountability.
The benchmarking activity also explored service efficiency indicators, including occupancy management, maintenance response time, housekeeping standards, safety and security protocols, and the integration of digital systems for reservations, reporting, and client communication. Discussions further highlighted how UP Diliman ensures consistent service quality through monitoring, feedback mechanisms, and continuous improvement initiatives.
The activity also assessed the overall residential environment across different dormitory types, focusing on inclusivity, accessibility, community development, and the well-being of various client populations. Attention was given to how UP Diliman fosters a conducive living–learning environment that accommodates the needs of students, faculty, staff, researchers, and other institutional partners.
The initiative provided DSO with valuable reference points and actionable insights to strengthen its dormitory policies, enhance service efficiency, refine rate structures, and promote a safe, inclusive, and high-quality residential environment aligned with institutional standards and best practices.
