RTU and Pasig City Government Formalize Partnership for Infrastructure Monitoring

The Rizal Technological University (RTU) and the City Government of Pasig formally sealed their institutional partnership through the signing of a Memorandum of Understanding (MOU) and a Memorandum of Agreement (MOA) on 23 January 2026, held at the People’s Hall, 3rd Floor, Temporary Pasig City Hall, Eulogio Amang Rodriguez Avenue, Barangay Rosario, Pasig City.

The signing marked a significant milestone in strengthening academe–local government collaboration, particularly in advancing good governance, transparency, and quality public service through evidence-based infrastructure monitoring.

The Institutional MOU establishes an approved framework for cooperation between RTU and the Pasig City Government, enabling more efficient, streamlined processes for future engagements and project implementation. With this framework in place—duly authorized by the Sangguniang Panlungsod of Pasig—both institutions can more readily collaborate on programs and initiatives aligned with the City’s development priorities

Following the MOU, the first MOA to be implemented focuses on Infrastructure Monitoring, a timely initiative in response to current challenges related to urban development, public accountability, and the need to ensure quality, safety, and sustainability in local infrastructure projects. Under this agreement, RTU, through its College of Engineering—particularly the Civil Engineering Department—will provide technical assistance and systematic field monitoring support for selected infrastructure projects of the City Government of Pasig

The MOA also integrates a strong service-learning component, allowing RTU Civil Engineering students to apply classroom knowledge to real-world settings while contributing directly to community development. This initiative is expected to enhance students’ professional competence, social responsibility, and readiness for public service, while supporting the City’s capacity-building efforts through shared expertise and innovation.

Key officials from both institutions attended the signing. Representing RTU were Dr. Ma. Eugenia M. Yangco, University President, Dr. Magno M. Quendangan, Vice President for Research, Innovation and Extension Services (VPRIES), Asst. Prof. Ricardo H. Momongan, Jr., Director of the Extension and Community Services Office (ECSO), and Engr. Aleli Rey, Program Chair of the Civil Engineering Department. Representing the City Government of Pasig were Hon. Victor Ma. Regis N. Sotto, City Mayor, Hon. Simon R. Tantoco, Councilor of the First District and Chairperson of the Sangguniang Panlungsod Committee on Education, and Mr. Rechie J. Tugawin, Executive Assistant V and designated coordinator.

This partnership builds on RTU and Pasig City’s history of successful collaboration, including initiatives that have received national recognition, such as the Pasig City CSO Academy. Through the institutional MOU and the initial MOA on infrastructure monitoring, both parties reaffirm their shared commitment to good governance, sustainable development, and meaningful community engagement.

RTU and the City Government of Pasig expressed optimism that this collaboration will lead to more responsive, transparent, and impactful public service initiatives, benefiting not only the City’s development efforts but also the formation of socially responsible and professionally grounded future engineers.
