The University Public Affairs Office (UPAO) of Rizal Technological University (RTU) took part in the 2025 POAP Talakayan, a significant gathering marking the 125th anniversary of the Philippine Civil Service.

The event, organized by the Personnel Officers Association of the Philippines, Inc. (POAP) in collaboration with Diliman Educational Corporation and the Civil Service Commission, convened on September 30, 2025, at the Diliman College Auditorium in Quezon City.

RTU was represented by UPAO Director Dr. Sheila Manahan, accompanied by UPAO associates Mr. Gerald Daguplo, Mr. Jammil Noah Villanueva, Ms. Jessavelle Ramos, and Ms. Niña Therese Manzano.

Under the national civil service theme, “Bawat Kawani, Lingkod Bayani: Puso, Dangal at Galing para sa Bayan,” the forum featured esteemed resource speakers Hon. Gwen Pimentel Gana, Former Commissioner of the Commission on Human Rights, and Bro. Michael Angelo Lobrin, National Bookstore Best Selling Author of “Laugh with God Today, Unang Ihip.”

Pandayang Rizalia’s participation in this professional development activity provided the UPAO team with valuable insights into contemporary human resource management practices, civil service excellence, and strategic communication approaches in the public sector. The knowledge and networking opportunities gained from this engagement will enhance the office’s capacity to deliver quality public information services and strengthen institutional partnerships.
