University Administration Meets with Incoming COA Auditors, Renews Commitment to Transparency and Good Governance

Rizal Technological University (RTU) formally welcomed the incoming Commission on Audit (COA) Supervising Auditor and Audit Team Leader and honored the outgoing officials during the Transition Meeting of the Outgoing and Incoming RTU–COA Supervising Auditors and Audit Team Leaders, held on January 6, 2026, at the Blue Room of the R&D Building.

The activity commenced with an Opening Message delivered by the University President, Dr. Ma. Eugenia M. Yangco, who underscored the vital role of the Commission on Audit in sustaining transparency, accountability, and good governance in the University. She expressed the University’s deep appreciation for the outgoing officials and extended her full support to the incoming audit leadership as valued partners in institutional development.

RTU warmly welcomed Atty. Bernadette D. Combate-Soliven, OIC–Supervising Auditor, OSUCS, and Ms. Gizel Levy E. Trinidad, OIC–Audit Team Leader of the RTU Audit Team, marking a new chapter of strengthened collaboration and shared commitment to fiscal responsibility and ethical governance.

In the same gathering, the University paid tribute to the exemplary and dedicated service of Ms. Cecilia E. Bernales, Outgoing Supervising Auditor, and Mr. Christian Luis T. Rivero, Outgoing Audit Team Leader of the RTU Audit Team. Their professionalism, integrity, and steadfast dedication have significantly strengthened the University’s systems and culture of accountability.

As a testament to their tireless service as proud members of the Rizaliano Community, Ms. Bernales and Mr. Rivero were conferred the Tropéo Rizalia, the University’s highest award, for individuals who have rendered exceptional service and whose contributions have left a lasting impact on the institution. The conferment symbolizes RTU’s profound gratitude and recognition of its enduring legacy.

During the transition meeting, Dr. Rodolfo L. Ducut, Vice President for Finance and Administration, reaffirmed the University’s full commitment and unwavering support to the new RTU Audit Team. He emphasized the importance of a strong, collaborative partnership between the University Administration and COA in advancing transparency, accountability, and institutional excellence.

The transition meeting highlighted RTU’s dedication to continuity, mutual respect, and shared responsibility in governance—honoring the past, welcoming the future, and strengthening partnerships anchored on integrity and service.
