RTU UMCB Affirms Eligibility for F.Y. 2024 CNA Incentives During Joint Meeting

The Rizal Technological University (RTU) Union-Management Consultative Body (UMCB) convened a joint meeting with representatives from the Alliance of Faculty Clubs, Inc. (AFCI) and the Association of Administrative Personnel (ASAP) on November 27, 2024. The meeting was held at the Conference Room on the tenth floor of the SNAGAH Building and attended by key stakeholders to address matters regarding employee welfare and university compliance with budgetary guidelines.

The agenda covered the presentation and discussion of Budget Circular No. 2024-4 on the guidelines for the Grant of Collective Negotiation Agreement (CNA) Incentives for FY 2024. Updates were provided on the status of accomplishments of targets and submission of accountability reports, as well as the fund source status and the number of administrative personnel holding casual and permanent statuses. Additionally, internal guidelines for granting CNA Incentives were reviewed. Other administrative matters were also addressed.

The meeting saw active participation from UMCB members and secretariat staff, including Asst. Prof. Dynehegre P. Casasola from the Human Resource Management Office and CAOF Rowell C. Marasigan of the Financial Management Services Office. Ms. Pauline Mae D. Lisiguez and Instr. John Carlo A. Consignado from the OVPA Secretariat, as well as Instr. Divine Grace C. Pagal and Engr. Carisa J. Javier from the OVPA-EA Secretariat, facilitated the proceedings. The RTU-ASAP Panel, led by its President Mr. Arnel G. Jaming, along with members Mr. Ralph R. Vinarao and Ms. Lorilyn V. Ello, provided insights into the discussions. Similarly, the RTU-AFCI Panel, headed by Instr. Hiene Roy C. Barcelona, with members Engr. Ricardo N. Nasuli and Dr. Amormia Rudita P. Caranto, played a significant role in deliberations.

The joint meeting was led by Dr. Rodolfo L. Ducut, VP for Finance and Administration (VPFA), and the UMCB-ASAP Management Panel Chairperson; as well as Dr. Kristine Y. Opulencia, VP for Academic and Student Affairs (VPASA), and the UMCB-AFCI Management Panel Chairperson.

The deliberations concluded with the affirmation that RTU meets the requirements to qualify for CNA Incentives for FY 2024. The UMCB has resolved to endorse the CNA Incentives proposal to the RTU Board of Regents for approval.
