The 105th Regular Meeting of the Board of Regents (BOR) of Rizal Technological University was successfully convened on 18 December 2025 at the Commission on Higher Education (CHED), Diliman, Quezon City. The meeting served as a significant governance platform where major administrative, policy, and strategic matters crucial to the University’s continued growth and national relevance were deliberated.
The meeting was presided over by Dr. Ricmar P. Aquino, CHED Commissioner and Chair of the RTU Board of Regents, together with Dr. Ma. Eugenia M. Yangco, University President and Vice Chair of the Board.
The following Regents were also present during the meeting:
• Dir. Diane Gail L. Maharjan, Department of Economy, Planning, and Development (DEPDev)
• Engr. Romelen T. Tresvalles, Regional Director, DOST–NCR
• Atty. Al Bonghanoy, Representative, House Committee on Higher and Technical Education
• Ms. Georgina B. Banzon, Representative, Senate Committee on Higher Education, Technical and Vocational Education
• Dr. Hiene Roy C. Barcelona, President, Federation of Faculty Unions and Assocications, Inc. (FFUAI)
• Mr. Jayson Montallana, President, RTU Grand Alumni Association, Inc. (GAAI)
• Ms. Zildjian Faith Salazar, President, RTU Supreme Student Council (SSC)
• Mr. Noel G. Vicencio, Representative from the Private Sector
• Mr. Danilo B. Carnay, Representative from the Private Sector
• Atty. Juan Jaime Nolasco, University Board Secretary
Also present was Dr. Rodolfo L. Ducut, Vice President for Finance and Administration, who served as Resource Person, providing technical inputs, policy clarifications, and financial guidance on the agenda items presented to the Board.
All Administrative Matters and Matters for Confirmation were unanimously approved by the Board. These included key institutional reforms and initiatives such as the Revised RTU PRAISE System, creation of new plantilla positions aligned with ROSS Phase II, international mobility programs, student assistant hiring policies, internal guidelines on the utilization of Internally Generated Funds (IGF), amendments to exchange program policies, implementation guidelines for Free Higher Education under RA 10931, approval of research and extension agendas, confirmation of newly-designated officials, the grant of the CNA Incentive for FY 2025, and priority procurement projects.
The Board commended Rizal Technological University for its major accomplishments in Fiscal Year 2025, recognizing the University’s steady gains in governance reforms, academic excellence, research and innovation, financial stewardship, and institutional development. At the same time, the Regents challenged the University to strive for higher levels of performance and impact, emphasizing RTU’s vital role in advancing national development, innovation, and inclusive growth.
Before the adjournment of the meeting, the Board also witnessed the Oath Taking of the incoming Faculty Regent, Assoc. Prof. Guillermo Miguel Ochoa, formally welcoming him to the Board and marking the beginning of his term as representative of the faculty sector.
The successful conduct of the 105th Regular Meeting reaffirmed the Board’s confidence in the University’s leadership and strategic direction, as Rizal Technological University continues to move forward as a responsive, future-ready, and nationally relevant state university.
