Rizal Technological University Convenes Specialized Forum on Strategic Procurement Framework and Compliance

The University Procurement Management Office (UPMO) of Rizal Technological University (RTU) orchestrated a professional development initiative focused on contemporary procurement methodologies, entitled “Procurement Talks: Beyond Compliance: Strategic, Transparent, and High-Impact Service through the Lens of New Procurement Law,” held on February 4, 2026, at the Penthouse B SNAGAH Building. The institutional forum convened key stakeholders across the university’s procurement ecosystem to engage in substantive discussions on the evolving regulatory framework governing public procurement and its strategic implementation in the higher education sector.

 

Dr. Rodolfo L. Ducut, Vice President for Finance and Administration (VPFA), provided institutional endorsement through his message of support. Administrative Officer Ian Oliver C. Moscardo, UPMO Director, delivered the inaugural address, contextualizing the seminar’s strategic importance and setting the tone for the day’s deliberations.

 

The program encompassed critical thematic areas structured to provide both theoretical foundations and practical applications. The initial module, facilitated by AO Moscardo, provided an analytical overview of Republic Act 12009, elucidating the legislative framework governing contemporary public procurement practices and its implications for institutional compliance. AO Corazon R. Formantes conducted an intensive session on systematic budgeting protocols pursuant to Project Procurement Management Plans (PPMP) and Annual Procurement Plans (APP), complemented by strategic market scoping methodologies essential for informed procurement decision-making. This was followed by Ms. Alchiny C. Tabuena’s presentation on the standardized procurement request process, detailing procedural requirements and documentation protocols necessary for institutional efficiency.

 

Instr. Jego Alfonso M. Juanillo delivered a technical workshop on formulating Terms of Reference (TOR), emphasizing precise specifications and alignment with institutional objectives. AO Moscardo returned to provide a comparative analysis of procurement modalities, including competitive bidding mechanisms and timelines, with Instr. Jerald L. Eguaras elaborating on the operational dimensions and practical implementation of these processes. The penultimate session, conducted by Atty. Iah D. Linco, a Procurement Lawyer, addressed the critical dimensions of roles and liabilities within the procurement framework, providing legal perspectives on professional accountability, risk management, and legal compliance.

 

The intensive nine-hour academic session endeavored to enhance institutional capacity and cultivate a sophisticated understanding of procurement governance among university personnel. By addressing the multifaceted aspects of the new procurement law—from budgetary planning and market analysis to legal compliance and ethical responsibilities—the forum aimed to ensure adherence to principles of transparency, regulatory compliance, and operational excellence in public service delivery. This professional development initiative reflects RTU’s commitment to cultivating a culture of strategic procurement that goes beyond mere regulatory compliance, positioning the institution to deliver high-impact services through informed, transparent, and accountable procurement practices aligned with contemporary standards of public administration and governance in the higher education sector.
