With a renewed focus on ethical service and institutional preparedness, the Office of the President of Rizal Technological University (RTU) successfully conducted a hybrid Tactical Planning from July 3 to 5, 2025, at Club Balai Isabel, Talisay, Batangas. Centered on the theme “Integridad sa Panahon ng Pagbabago: Serbisyong Walang Katumbas na Dangal at Husay,” the activity served as a strategic pause for the Presidential Management Staff (PMS) to recalibrate their goals, reinforce internal collaboration, and anticipate transitions in leadership.
Instr. Noel Gabriel Abejar of the Presidential Staff facilitated the program and served as host. The opening day began with welcoming remarks from Assoc. Prof. Mary Anne S. Rubio, Chief Executive Assistant and Director of the Presidential Management Staff Office (PMSO), followed by an inspirational message from RTU President, Dr. Ma. Eugenia M. Yangco, who underscored the importance of integrity, teamwork, and adaptability in sustaining the university’s mission and operations.
The first session was led by Asst. Prof. John Eric O. Estrellado, Director of the University Public Affairs Office (UPAO), who delivered the talk “Pagharap sa Nalalapit na Pagbabago ng Liderato: Pagtanggap at Paghahanda sa Maraming Oportunidad.” His presentation emphasized the need for mindset readiness, openness to change, and the ability to transform transition periods into opportunities for growth and innovation.
Next was Chief Administrative Officer Rowell C. Marasigan, CPA, who conducted a session on “Pinakamagandang Pag-uugali sa Pagharap sa Iba’t Ibang Klase ng Kliyente sa Tanggapan ng Pangulo.” The session focused on workplace professionalism, client-centered service, and the value of dignified interaction with all stakeholders. Completing the lineup of speakers was Instr. Ian Oliver C. Moscardo, Director of the University Procurement Management Office (UPMO), discussed “Talastasang Integridad at Malasakit sa Pamamaraan ng Procurement,” a timely topic on ethical procurement practices and process accountability in government service.
True to its hybrid nature, members of the Office of the President who needed to stay on campus to ensure the continuity of university operations were able to join the sessions virtually via Zoom. This setup demonstrated RTU’s commitment to service continuity while allowing inclusive and flexible participation in strategic planning efforts.
In addition to the learning sessions, the event featured a mix of wellness breaks, team activities, and reflective sessions that promoted both physical and mental well-being. Group dynamics and interactive tasks further strengthened camaraderie among participants.
As the activity concluded, the Presidential Management Staff returned to RTU with renewed unity, sharpened focus, and a deeper understanding of their roles in delivering ethical, responsive, and future-ready leadership under the banner of integrity in times of change.
