COA Conducts Exit Conference with RTU; Financial and Administrative Operations Evaluated

RTU Mandaluyong Main Campus — The Commission on Audit (COA) conducted its official Exit Conference with Rizal Technological University (RTU) on April 8, 2025, concluding its audit of the university’s financial and administrative operations for the previous calendar year (2024).

The conference was attended by RTU President Dr. Ma. Eugenia M. Yangco along with university officials including Dr. Rodolfo L. Ducut, Vice President for Finance and Administration; Dr. Kristine Y. Opulencia, Vice President for Academic and Student Affairs; Dr. Magno M. Quendangan, Vice President for Research, Extension, and Innovation Services; and Mr. Rowell C. Marasigan, Chief Administrative Officer for Finance. Also present were directors and staff from the Budget, Accounting, Procurement, Human Resources, and other relevant offices.

Representing the COA were Ms. Cecilia E. Bernales, Supervising Auditor for State Universities and Colleges (SUCs), and Mr. Christian Luis T. Rivero, Auditor – together with the other members of their group.

The COA audit covered RTU’s financial statements, fund utilization, procurement procedures, and compliance with applicable accounting and auditing standards. Administrative controls and documentation practices were also reviewed and assessed. The COA team presented its findings and recommendations during the conference, providing guidance on areas for compliance and improvement.

RTU administrative and finance units acknowledged the audit results and are expected to respond with appropriate compliance measures within the prescribed period. The exit conference forms part of the government’s regular audit cycle to ensure transparency, accountability, and efficient use of public resources in SUCs.
