On May 25, 2026, the City Government of Mandaluyong, the Mandaluyong Manpower and Technical-Vocational Training Center (MMTVTC), and Rizal Technological University (RTU) officially renewed their partnership—for the third time— through the signing of a Memorandum of Agreement (MOA) for the implementation of the two-day Community Business Education and Application of the College of Business, Entrepreneurship, and Accountancy (CBEA of CBEA) Program.
The CBEA was developed as an extension program, originally anchored in enterprise creation and community empowerment, providing entrepreneurship training for skilled yet unemployed citizens and Technical-Vocational Education and Training graduates.
The three institutions have been partners since 2018, delivering business education to Mandaleños, in support of the city’s livelihood programs and the national efforts of the Technical Education and Skills Development Authority (TESDA). Since the partnership’s inception, the CBEA program has been providing entrepreneurial guidance to MMTVTC students and administrative personnel.
This installment of the program is specifically designed for National Certificate Level II holders, individuals currently pursuing NC II, and those who already possess business skills. The program aims to bring practical business education, entrepreneurship training, and community development opportunities directly to these participants, empowering them to apply their skills effectively, enhance their business knowledge, and explore potential livelihood and growth opportunities.
The renewed agreement will be in effect for five years, highlighting the shared commitment of the City Government, MMTVTC, and CBEA to support the continuous professional development of skilled Mandaleños, strengthen local entrepreneurship, and foster collaboration between the government, academe, and the technical-vocational sector.
The CBEA of the CBEA program, a flagship initiative by one of RTU’s academic pillars, is a representation of the University’s contribution to the betterment of its immediate community.
