RTU BRGASO-DSO Undertakes Strategic Benchmarking Initiative with CLSU

The Rizal Technological University  Mandaluyong Main  Campus – Dormitory Services Office (RTU BRGASO-DSO) recently engaged in a benchmarking initiative with Central Luzon State University (CLSU) to systematically examine and adopt proven methodologies for optimizing dormitory operations and elevating the residential experience for student populations.

The benchmarking exercise yielded substantial institutional learning outcomes, with RTU BRGASO-DSO personnel acquiring comprehensive knowledge frameworks from CLSU regarding innovative approaches to dormitory infrastructure enhancement, service delivery optimization, and the establishment of more conducive, spatially efficient, and secure residential environments for student constituents. The collaborative engagement facilitated extensive knowledge transfer wherein CLSU administrators shared their institutional expertise across multiple dimensions of residential facility management, including the implementation of evidence-based regulatory frameworks that ensure operational excellence.

Academic discourse encompassed several critical domains of residential management, including systematic approaches to maintaining environmental cleanliness and organizational standards throughout dormitory facilities, strategic enforcement of curfew protocols, comprehensive facility maintenance methodologies, and the development of robust codes of conduct and disciplinary frameworks. Dr. Ariel G. Mactal, Vice President for Finance Administration at Central Luzon State University, and Ms. Melinda Fallurin, Chief of the Student Housing Services, provided a comprehensive orientation to the RTU delegation on evidence-based best practices in residential facility management.

The most substantive component of the benchmarking session centered on CLSU’s innovative Semestral Individual Resident’s Evaluation framework. CLSU-DSO personnel delivered detailed presentations on their merit and demerit assessment criteria, point allocation methodologies, and the systematic point-based evaluation system that serves as the foundational mechanism for dormitory re-admission determinations and resident accountability protocols. The interactive academic dialogue enabled RTU BRGASO-DSO representatives to engage in scholarly inquiry regarding effective residential management strategies and evidence-based approaches to fostering disciplined residential communities.

This knowledge exchange facilitated reciprocal institutional learning through systematic experience sharing and collaborative dialogue between both academic institutions. RTU BRGASO-DSO formally acknowledged their appreciation to CLSU-DSO for their exceptional institutional hospitality, collegial support, and generous knowledge sharing. The benchmarking engagement was characterized as a transformative learning experience with significant implications for advancing dormitory operational excellence.

The RTU delegation formally recognized the instrumental support of key institutional leaders who facilitated this strategic learning initiative, including University President Dr. Ma. Eugenia M. Yangco, Vice President for Finance Administration Dr. Rodolfo L. Ducut,  Chief Administrative Officer for BRGASO Mary Joy C. Jorduela, and the RTU DSO Director, Asst. Prof. Margarita Conclara. The knowledge and insights acquired through this benchmarking initiative are anticipated to make substantial contributions to RTU BRGASO-DSO’s ongoing institutional development efforts aimed at enhancing residential service delivery and creating optimized living environments for student populations.

This inter-institutional collaboration exemplifies the commitment of both universities to continuous institutional improvement and the systematic sharing of evidence-based practices in higher education student services. The acquired knowledge will serve as a foundation for implementing innovative best practices and progressive approaches to residential management that will enhance the academic and personal development experiences of current and future dormitory residents.
