Rizal Tech ENROLMENT STATS

The enrolment figures of the University are fascinating to study.  It rose steadily from School Year 2003 to 2004 up to SY 2007 to 2008 and then faltered in SY 2008 to 2009 to SY 20019 to 2010.  It recovered in SY 2010 to 2011 and then started taking off in SY 2011 to 2012 to SY 2015 to 2016.

We need more research to explain what happened in the past or the factors that could explain these figures.

In SY 2003-2004 first and second semesters, 14,209 and 12, 361.

It happens most of the time that enrolment goes down during the second semester.

In SY 2004-2005, 15,529 and 13,601.  Again the enrolment in the second semester went down.

In SY 2005-2006, 1st semester was 18,682, and 2nd semester was 16,181.  Enrolment once again decreased.  This was the semester when BS Nursing was introduced.

In SY 2006-2007, we had 19,700 students in the 1st semester and 17,490 in the second semester.

In SY 2007-2008 we breached the 20,000 mark for the first time with 20,771 students.  In the 2nd semester it was reduced to 18,230.

After four consecutive years of steady increase in enrolment, the enrolment in the 1st semester of SY 2008-2009 decreased to 19,048, while in the 2nd semester, the figure was 18,230.

In the 1st semester of SY 2009-2010 the enrolment plunged to 17,137.  In the second semester, something highly unexpected happened: enrolment increased to 17,524.  As VPAA at the time, I remember there were worries that we could be losing more students if we did not do anything.  Some deans proposed that we should start admitting transferees which we did, and this move stopped the decline.

In SY 2010-2011 1st semester the enrolment was 19,265 while in the 2nd semester it was 17,404.  The enrolment picked up substantially.

In the first enrolment during my first regular year as President (2011-2012), not counting the Summer enrolment for 2011 which itself substantially increased from the previous summers, the figure for the 1st semester jumped to 20,944 and for the 2nd semester was 18,917.

In the 1st semester of SY 2012-2013 the enrolment figure was 22,050 and for the 2nd semester it breached the 20,000 mark for the first time at 20,092.

For SY 2013-2014, the 1st semester enrolment was 24, 420.  We thought at the time that exceeding 24,000 could not be achieved but we did.  In the 2nd semester it was 22,401.

In 2014-2015 we reached another record for the 1st semester with 28,059 students enrolled.  In the 2nd semester, the number of students was 25,579, more than the enrolment for the 1st semester of the previous school year.

This semester, SY 2015-2016, we breached the 30,000-mark with 30,653 students.

The enrolment figure for the 1st semesters from SY 2011-2012 to SY 2015-2016 steadily rose by more than 2,000 students per year.

The steady increase in our enrolment could be attributed to putting in place our basic services to the students such as the vastly improved enrolment system, putting instruction and research in order, putting much of our facilities in good order such as installing hundreds of electric fans in the classrooms, cleaning our facilities, reminding our faculty members to be more serious in their teaching and in the submission of grades, and by putting computers in the libraries and in the laboratories.

We have done things such as the installation of drinking fountains in strategic places in the two campuses, the solicitation of thousands of scholarships for the students, the improvement of employee morale through the giving of unprecedented benefits to them, and the acquisition of laboratory equipment and supplies.

Our campuses have been very peaceful.  Gone are the fraternity rumbles which so bedeviled us in the past.  Gone were the days when outsiders could enter the campus with impunity, destroying our sense of security.

We have worked hard to attain quality education which greatly benefits our graduates.  The RTU is known for her hardworking and disciplined graduates.

Additional work that we have done include the purchase of library books, support to the sports program of the University which greatly boosts student and employee pride in the University, and by doing simple and small things that eventually accumulated and have given our clients the peace of mind with the thought that the University leadership cares for their welfare.

WEAR-ANYTHING-YOU-WANT DAY ON AUGUST 28, 2015

Students who will come to school on August 28, 2015 may wear anything they want which means that they can wear shorts, sandos, or slippers. However, male students will still not be allowed to wear earrings. They may wear bullcaps but not wigs. Still, be decent. There are no hard and fast rules for this kind of day. Just be decent.

Welcome to the RTU.

REVIEW AND RESEARCH DAY ON AUGUST 28, 2015

The Review and Research Day means that there will be work as usual in the University, but classes will not be held except at the option of the class and the teacher.

Students may, in consultation with their teachers, do reviews and research. This will a good time to catch up with your class requirements or for students in thesis writing to meet their advisers. This will also be a good time to do your group assignments. Or you may just go to the libraries to read, or in the Quadrangle to enjoy moments with friends. Or to enjoy watching your favorite noontime shows. There will be no checking of attendance in class.

Faculty members are still required to time in and out to ensure payment for your services. For us, this will be a good time to catch up on checking those quizzes, assignments and exams, or to meet with your students for some tutoring or consultations about your course.

All the above shall apply to the Graduate School as well. LHS students may just be given assignments but may no longer be required to go to school. Keep your lines open for consultations with your students.

The Pasig Campus is included in this announcement.

SPEECH on the Occasion of PRESIDENT AQUINO’S VISIT TO THE RTU, August 27, 2015

Sa aming mga bisita sa araw na ito, sa mga Cabinet Secretaries, Congressmen, Mayor Benhur Abalos, Congressman Boyet Gonzales, at sa aming mahal na Pangulong Simeon Benigno C. Aquino III, magandan umaga po.

Noong unang bumisita po kayo dito asa RTU upang magbigay parangal sa ground

breaking ng ating bagong building ako po ay kumakandidato pa lamang na pangulo ng unibersidad na ito. Matapos ang mahigit na apat na taon bilang pangulo ay masasabi ko po na ang RTU ay isa na sa mga dakilang paaralan sa Pilipinas. Hindi na po ako magbibigay ng maraming datos sa aming nagawa para sa paaralan, maliit man o malaki.

Sapat na na sabihin natin na ang RTU ay muling nakapasa sa napakahigpit na pamantayan ng Inter-Agency Task Force on the harmonization of National Government Performance Monitoring, Information and Reporting Systems na nagsiyasat sa aming performance sa ibat ibang larangan. Sa lahat ng ito, ang RTU po ay nakapasa with flying colors. Ang resulta po ay muling nag qualify ang RTU sa Performance-Based Bonus.

Sapat na din po na sabihin natin na sa Management Accountability Report card, na direktang nagpapakita kung anong klaseng leadership mayroon ang RTU, ang RTU po ay napatunayang Compliant o Substantially Compliant o lubos na sumusunod sa requirements ng mga batas sa lahat ng kategorya. For three straight years ay nag qualify kami sa PBB.

Noong bumisita po kayo dito noong August 26, 2010 ang enrolment po ng RTU ay 19,265. Sa loob lamang ng limang taon ay mayroon na kaming 30,653 students. Patunay po ito ng patuloy at lumalakas na pagtitiwala ng komunidad sa misyon ng RTU na matulungan ang kanilang mga anak na magkaroon ng magandang kinabukasan. .

Within 6 months after graduation, 96% po sa kanila ay nakakakuha na ng trabaho o hanapbuhay.

Wala naman po kaming malalim na sikreto. Amin po lamang laging binibigyang pansin ang mga bagay na makakatulong sa aming mga faculty at empleyado upang sila ay mabuhay ng mas maginhawa. Higit sa lahat ay ginagawa lamang po naming asikasuhin ang pangangailangan ng aming mga estudyante, ang ibigay sa kanila ang lahat na sa abot ng aming makakaya ay ikagiginhawa nila sa kanilang pagaaral. Mahal po namin sila na tulad na rin ng sarili naming mga anak. Asikaso ng isang Ama na mahusay, responsable, tapat, mapagaruga, at maayos at tuwid ang ibinibigay namin sa kanila. Para sa kanila, Asikasong Ama. At hindi po kami tumitigil sa pag gawa sapagkat napakarami pa pong dapat gawin.

Gayon pa man ay napakarami pa ring batikos, paninira, panglalait at pag uusig ang aming nararanasan, sapagkat mas madali po yata talaga ang manira kaysa gumawa. Ngunit patuloy po kaming naglilingkod ng naaayon sa pamanatayan ng Tuwid na Daan.

Idagdag pa natin dito na ang daan na iyan ay isa ring Maliwanag na Daan, at isa ring Tamang Daan. We will continue to lead the University with a highly competent brand of leadership, honest, responsible, and morally-upright.

Hindi po kami papapigil kahit ano man po ang hadlang. Patuloy kaming gagawa ng kabutihan sa aming mga estudyante at empleyado. We will continue to fulfill our commitment to the Social Contract with the Filipino People to make education the central strategy for investing in our people, reducing poverty and building national competitiveness. Umasa po kayo mahal naming Pangulo, na nasa mabuti pong pamamahala ang RTU.

OUR UNIVERSITY QUALIFIES FOR THE GRANT OF THE PERFORMANCE-BASED BONUS for 2014

The grant of the Performance-Based Bonus (PBB), according to the Official Gazette (www.gov.ph), “is a merit-based incentive program that recognizes and rewards exemplary performance in government. Launched by the Aquino administration in 2012, the PBB ultimately aims to improve the delivery of goods and services to all Filipinos, as well as institute a culture of excellence in public service across the bureaucracy.”

The RTU for the third consecutive year, has been granted the PBB.  The RTU, for the third consecutive year, is being recognized and being rewarded for exemplary performance!

The Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information, and Reporting Systems, created by Administrative Order Number 25 by President Simeon Benigno Aquino, is given the task to evaluate the performance of government agencies and determine if they meet the criteria set by the Task Force for the awarding of the PBB.

The Task Force is comprised of the Department of Budget and Management as Chair and the Office of the Executive Secretary as Co-Chair, with the National Economic Development Authority, the Department of Finance, and the Presidential Management Staff as Members.

The criteria for the granting of the PBB are very stringent and are becoming tougher every year.  In the Measurable Final Output Accountability Report Card or MARC-1we were evaluated for our performance on Higher Education Services, Advanced Education Services, Research Services, Technical Advisory Extension Services, Support to Operations, and General Administrative Support Services.  We passed all criteria with very high grades.

In the Management Accountability Report Card or MARC-2, which is really the report card of the leadership of the University, we have been found Compliant in all categories which include the Transparency Seal, PhilGEPS Posting, Cash Advance Liquidation, Citizen’s Charter, and SALN.

The results of our PBB Report Cards underscore our commitment to the Social Contract with the Filipino People to make education the central strategy for investing in our people, reducing poverty and building national competitiveness.

I alone could not have achieved this.  I give credit to all the hardworking, honest, responsible, courageous and trustworthy employees of the RTU who have dedicated their lives for the progress of this University.

And we will continue to lead the University with a highly competent brand of leadership, honest, responsible, and morally-upright.  The Performance-Based Bonus is proof of this.

Mechanical Engineering Equipment and Workshop

One of the first things I have done as President was to build a Workshop for the Mechanical Engineering Department specifically upon the request of Engr. Ric Uy, the Department head of ME at the time.  The Workshop is to ensure proper and adequate services to the growing student population of the Department.

To further boost the Department’s capability, we have bought several equipment such as the following:

  1. CNC Lathe Machine, “Mazak” Q T P100S Compact High, I unit, with a total cost of PhP 3,000,000. According to Engr. Gerry “Lakay” Cabrera, the present Department Head, this machine is for the training of students in the parts, functions, and operations of the CNC for advanced industry applications particularly for metal cutting technology.
  2. Various equipment such as Stationary Spot Welding Machine, Power Hacksaw, Circular Saw, 1 unit each with a total cost of PhP125,000.
  3. Conventional Lathe Machine KNUTH Basic Super (Made in Germany) with a total cost of PhP 805,000. Lathe Machine, Universal Conventional machine with Position Indicator, with a total cost of PhP 1,250,000.

According to Engr. Cabrera, this equipment is for the training of students in the basic operations of the lathe machine such as facing, straight turning, grooving, threading, tapering, champering, and drilling.

Engr. Cabrera explains that these machines will train students in the different applications of pneumatic machines.

  1. 5 sets of computers with 2 units of printers, total cost is PhP 149,990.

Engr. Lakay Cabrera told me that these computers are needed to teach the students the basic AUTOCAD operations and are also being used during the enrolment.

In all, we have bought the ME Department PhP 6,199,990 worth of equipment for this year alone.  This will increase in number as Engr. Lakay is very persuasive when he makes requests.

The Quadrangle, Part I

Benches and Tables

With the increase in our enrollment is the need of the students to have more places where they could spend their vacant hours.

I was contemplating this problem when I came across an idea.  Why not put benches and tables in the Quadrangle?

I found enough materials for this project.  There were several discarded tables at the back of the ITB which could be recycled and still put to good use.  There were some discarded chairs with only the metal frames remaining.  I found a good pile of 2” x 4” wood used as scaffolding for a project.  And I found a small mountain of discarded tires in the basement.  I also found out that we have two bamboo plants at the backside of the campus.  We had the bamboo harvested and started working with it.

I told the workers what the idea was, and they did the rest.  We have some very creative people in the basement.  Ric Dulay can be relied upon to do welding and carpentry works.  Hector “Utoy” Morales is good with bamboo and he is right now building bed-benches with wood and bamboo.  The others pitched in to help such as the driver Israel Du who helps in the building of the improvised furniture.  Even Onyok the driver helps from time to time.  Angelo Quintana is very hardworking and deserves something better.  Joseph “Sotto” Resurrecion has discovered a passion in resurrecting waste materials into useful objects.

Soon the benches were finished and painted with attractive colors.  The tables followed, and then the benches made with wood and discarded tires were deployed in the Quadrangle.  The students seem to like these tire benches because they bounce.

Now the Quadrangle is a place where the students can play and study, or to just relax and watch the athletes practicing, or hold their PE classes.

Those benches and tables are small things, simple touches which make the life of students pleasant and to make their stay in the RTU memorable.
