Dr. Jesus Rodrigo F. Torres | Short Resume

DR. JESUS RODRIGO F. TORRES is a holder of a Bachelor of Business Administration degree he earned in 1978, a Master of Business Technology in 1982, and a Doctor of Public Administration degree he earned in 1986 just before he turned 28 years old, all from the Rizal Technological University. Starting with the rank of Assistant Instructor in 1978, he rapidly rose in the ranks, becoming full Professor 1 in 1986 and was evaluated with the rank of University Professor under NCC 69 in 1993.

In 2015, together with eleven other SUC Presidents, he was once more evaluated by the Department of Budget and Management, the Commission on Higher Education, and the Philippine Association of State Universities and Colleges for the rank of University Professor on two criteria, for his academic achievements and for his performance as University President. While the passing score for the Special Common Criteria for Evaluation is 200 points, Dr. Torres garnered a score of 1,490.05 points, more than double the points earned by the second ranking SUC President.

Dr. Torres has always been an avid reader, spending long hours reading books in many fields, and a prolific writer, turning out papers, books, and articles with relentless consistency.

He took up his post-doctoral in the Chulalongkorn University in Thailand in 2006. Dr. Torres is also an alumnus of the Rotary International Group Study Exchange to Argentina in 1989. He was conferred the Career Service Executive Eligibility in 1997. He graduated and earned in June, 2010 the Certificate in Business Economics, a full graduate degree, after his completion of the Strategic Business Economics Program in the University of Asia and the Pacific under a scholarship grant. Recently in February, 2010, he completed the Senior Management Programme of the Nanyang Polytechnic International in Singapore. He also completed the Rapid Design of eLearning Programs, a blended distance learning course, offered by the Tokyo Development Learning Center, World Bank and the University of Southern Queensland, from March-April, 2010. In March, 2011, he attended an international leadership training-seminar for education executives in the EDS Business School in Malaysia and in Vietnam.

He finished the CHED-sponsored Executive Management Program of the Asian Institute of Management from September to December, 2012.

In 2014, Dr. Torres was awarded a Certificate by the Development Academy of the Philippines for the completion of the Executive Course in Education Management and Leadership, a two-year intensive leadership course.

Dr. Torres has served as Dean of Student Affairs of the Rizal Technological University in 1983 and became Dean of the College of Business and Entrepreneurial Technology in 1988. From 1989 to 1993, he served as Director of Research and Development. Prior to becoming Dean of Student Affairs, he had been COE coordinator, and Student Coordinator. From 1992 to 2004, he had a radio program in DZEM as commentator.

He became Vice President of RTU in 1993, was designated as Vice President for Development and Administration in 1994, and as Vice President for Academic Affairs from 1999 to 2010. This was the last job he held before becoming University President.

On June 4, 2014, the Board of Regents of the Rizal Technological University voted unanimously to give Dr. Torres a second term as University President. A special evaluation team created by the CHED to evaluate his performance for his first term gave him a rating of 99.71, a record that may no longer be broken or at least will stand for a very long time.

Dr. Torres is only one of six Filipinos who are members of the International Astronomical Union, an organization of professional astronomers and scientists all over the world. He has written 23 volumes of researches and texts in Astronomy. He has been elected Regular Member of the National Research Council of the Philippines in the Division of Earth and Space Sciences (Division XII), with evidence of capability and dedication to research in Astronomy, History, Public Administration, and Political Science. Dr. Torres was conferred the Padre Faura Award by the Philippine Astronomical Society in 2007, the highest award for Astronomy in the Philippines. In all, he has written and published 34 books in the fields of Philosophy, Political Theory, Filipino Psychology and Astronomy and has been recognized by the Rizal Technological University itself for his researches and accomplishments in Astronomy. Some of his works have been published in the Astronomy Education Review, an international refereed journal, and can be accessed in the NASA-Harvard Astrophysics Data System.

He has taught one hundred and twenty five(125) different subjects in the tertiary, master’s and doctorate levels in the fields of Philosophy, Management, Marketing, Filipino, English Literature, Political Science, Education, Physics, Astronomy, Finance, Business Law, Economics, and Psychology. The number is still increasing. Thus, he has been called a Renaissance Man by none other than the Chairperson of the Commission on Higher Education.

He has served as the Vice-Chairman of the Technical Panel for Humanities Education of the Commission on Higher Education from 2006 to 2010, and is a Member of the Technical Committee for Philosophy from 2006 to present. He was also a Member of the DOST-National Organizing Committee for the International Year of Astronomy 2009.

His passion for sports lifts up the RTU to greater achievements in the field of sports and is now an important contributor to the sports manpower of the country. A former athlete, Dr. Torres can motivate RTU athletes to perform much better and cares for their welfare as much as he cares for the welfare of his constituents. To cap his performance in the field of sports, Dr. Torres was a member of the Philippine basketball team that won the gold in the International Unity Games held in the Philippine Arena.

Dr. Torres was a member of the Sangguniang Bayan of Pasig from 1976 to 1979. He was during that period the Federation President of the Kabataang Barangay of Pasig and Vice President of the KB Federation of Metro Manila.

He is Outstanding Pasigueno in Science and Technology in 2002. Dr. Torres has been elected by the Board of Regents of the RTU to serve as University President effective September 6, 2010, and again on November 11, 2010. On August 1, 2012, Dr. Torres was conferred the Dangal ng Pasig Award as Most Outstanding Professor by the City Government of Pasig. On January 28, 2016 he was given the Highest Distinction of Leadership Excellence in Education Asia by the Asian Council of Leaders, Administrators, Deans and Educators in Business (ACLADEB).

Presently, he is the Chairman of PASUC-NCR.
